Who sends it
This task is owned by the Hawaii-resident operator role (currently Gabi), not Savannah. Locations change several times a year, and the decision is made in real time by the instructor. The owner needs direct instructor contact.
The day-before location email tells the diver where to meet for tomorrow's dive. Send it the morning of the day before. By default, divers go to Kahakili Beach (Old Airport Beach). Sometimes it's somewhere else, and only the instructor can make that call.

Most days there's no override. Divers go to Kahakili. The instructor decides when a location is different, and only in two scenarios:
Before sending the morning's location messages, confirm with the relevant instructor whether tomorrow's location is staying default or changing. Use whatever channel you normally use to talk with them: in person, group text, etc. They'll tell you where to send divers if it's changing.
If you can't reach the instructor before the message needs to go out, raise it in Element so someone else can help find them. Don't guess.
One location message per group, sent to the point of contact (usually whoever made the booking). Don't message every diver in the group separately.
Send a follow-up via the same channel as soon as you know. Tell them the new location and why (weather, instructor's call, whatever). Don't make them figure it out at the original beach.
